The ministry of Gender Children and Social Protection today inaugurated six (6) board members as a TECHNICAL COMMITTEE OF THE CENTRAL ADOPTION AUTHORITY, and it was held at their head office in Accra.

Hon. Otiko Afisah Djaba ,the Minister for Gender, Children and Social Protection emphasized in Her speech," I am grateful to you all for accepting to participate in the inauguration of the Technical Committee of the Central Adoption Authority. According to  Article 28 (1) of our 1992 Constitution, every child has the right to the same measure of special care  assistance and maintenance as is necessary for its development from its natural parents, except where those parents have effectively surrendered their rights and responsibilities in respect of the child in accordance with law. The  protection and you advancement of the family as the unit of society are safeguarded in promotion of the interest of children." had an interview with Hon. Otiko Afisah Djaba and She said, the child has a  right to live with his parents and family and grow up in a loving, caring and peaceful home environment. However, this norm is not always the case. Unfortunately, some children find themselves in out of home situations because their parents, family or relatives are unable, reneged on, or surrendered their rights and responsibility to uphold these rights of the child. It must be noted that some persons have been talking advantage of the weaknesses in the laws and mode of operation in service delivery to abuse the system to their advantage and to experiment of vulnerable children and their families. Regularly, the ministry receives complaints of stolen children, unauthorised and inappropriately administered placement of children in alternative care in residential facilities for children(orphanages) and adoptions with the participation of unauthorized persons sometimes leading to abduction, sale and trafficking in children."

She stated that, the state has a responsibility to ensure the safety and well-being of all citizens including the child, the best interest of whom she is obligated to uphold at all times. The administration of child and family welfare by prevention of unnecessary separation of family members, care of orphans and vulnerable children and placement of the child in alternative child care environments, like all public administrative function, is guided by national and international Laws, protocols, system and procedures. The president,Nana Addo Dankwah Akufo Addo, is committed to provide alternative child care to vulnerable children to experience safe and loving care in the New Patriotic Party's Manifesto, which is aimed at the following :strengthening and enforcing regulations and introducing national minimum standards for residential children's homes, and strengthening regulations and reforming the foster care and adoption regime and providing incentives for fostering at-risk children. The commitment to operationalise the protective measures, provided by the legal and regulatory instruments, is pertinent. We are gathered here today to consolidate the Adoption Reforms being undertaken by this Ministry at the Department of Social Welfare. As a signatory to the convention, it is required that Ghana establishes a Central Authority to enable the fulfillment of obligations under the Convention. The Central Adoption Authority therefore comprises, the,

(1) Adoption Board
(2)Technical Committee
(3)Adoption Secretariat

The Technical Committee is to advise the Board and the Secretariat on the  operational child placement issues. It is this Committee that would determine that an applicant is eligible, suitable to adopt a child. The Committee would also determine the adaptability of a child and authorize registration of the prospective adoptive parent and child for consideration of placement and adoption."
