GIS AND GRA SIGNED MOU ON INTEGRATED BOARDER MANAGEMENT

The two strong Institutions of the Republic of Ghana, Ghana immigration Service and Ghana Revenue Authority have signed the Memorandum of Understanding to bring peace and tranquility to Ghanaian boarders, at Alisa Hotel in Accra.


Mr. Kwame Asuah Takyi,Comptroller-General of Immigration in His speech emphasized that, "the  need for the GIS and the GRA-CD to come together and forge operation collaboration and cooperation to the effective management of the country's boarders has been on the table for a long time.  Successive heads of the two (2) institutions have variously pursued this noble intention by laying the foundation today. We are about to witness the official signing of the Memorandum of understanding (MOU) by the two parties for the take-off of the Integrated Boarder Management (IBM) approach in the Management of Ghana's Boarders."

According Him, these developments have compounded the challenges inherent in the Already porous boarders of our country. This has created the conducive environment for the commission of irregular Migration, Smuggling of goods, terrorism, human smuggling and trafficking among other transnational crime."

Then Mr. Jones Abban from Ministry of Finance also contributed by reading the speech on behalf of Hon. Ken Ofori Atta Minister of Finance and He said",it is expected that today's function would lY a foundation for conflict less boarder operations undertaken by the boarder agencies. This would be possible because it is also our expectation that other agencies operating at the boarders would with time become part of the system."It is important to understand that each boarder agency is located there to serve the national interest. If the common purpose of the agencies at the boarders is to serve the national interest, then why should there always be conflicts between.

He said again, it is my belief that the conflicts usually arise because instead of serving the common interest of the nation, personnel of the boarder agencies rather strive to serve their selfish interest."

He continued, in the process of serving their selfish interest, complex situation arise and by human nature a struggle for superiority sets in. In the process, the national interest is abandoned or relegated to the background, He said."

The Minister of interior, Hon. Ambrose Dery sent his representative who was Mr. Dominic Agyeman to present his speech to these two strong institutions  of Ghana and said, The integrated Boarder management approach that you are adopting today would go a long way to propel a robust boarder security management in the country as it pertains in other advanced jurisdiction. For instance, the United States of America's (USA) concept of customs and Boarder protection (CBP) merger after the seismic shock of the 9/11.

It is intention of the government to support the two institutions to be more vibrant in the face of the growing incidence of terrorism and cross boarder crimes in the sub region. Such as the activities of Boko Haram, Al--Qaeda, human  trafficking, and smuggling, drug trafficking  money laundering, cyber crimes and the activities of Fulani herdsmen and Chinese ' galamsey operators."
